Dear Mr. Hall:
This is in answer to your letter of July 15, 1971, requesting a
copy of rules pertaining to the safe depths of oil pipelines.
The Federal Minimum Safety Regulations for the transportation of
liquid hazardous commodities are contained in 49 CFR 195 titled"Transportation of Liquid by Pipelines." The general requirements
(Subpart A), accident reporting requirements (Subpart B), and
operation and maintenance requirements (Subpart F) apply to all
liquid pipelines engaged in interstate and foreign commerce. The
design requirements (Subpart C), construction requirements (Subpart
D), and hydrostatic testing requirements (Subpart E) apply only to
pipelines constructed after the effective date of the regulations
and to changes made on existing pipelines after the effective date.
Section 195.248 pertains to cover requirements during the
construction of new pipeline or the relocation or replacement of
existing pipelines. These regulations became effective on April 1,
1970. I have enclosed a copy of Part 195.
