Dear Mr. Kightlinger:

This is in reply to your letter of March 8, 1971, requesting exemption of master-metered natural
gas systems with less than 10 customers from the requirements of 49 CFR, Part 192, Federal
Minimum Safety Standards for the Transportation of Natural and Other Gas by Pipeline.

Before we can consider any proceedings for future rulemaking on this subject, it is necessary that
we receive information which we'll give firm factual support to your proposal. Such items as the
relative safety records of mobile home parks such as you describe, the type of design,
construction, testing, operation and maintenance employed and any other relevant considerations
must be submitted to us before further proceedings can be initiated.

We thank you for calling this matter to our attention and we will take additional action if
supporting data is submitted.
