Dear Mr. Howard:
The Board of Commissioners of Cowlitz County, State of Washington has written us expressing
concern about the compatibility of your transmission line construction plans in that county with a
comprehensive plan which the county has adopted for future development. Enclosed with their
letter was a copy of a letter from you, dated February 19, 1971, to Mr. & Mrs. Oliver R. Proud of
Kelso, Washington, concerning your plans for uprating your existing 26" pipe in the event of a
change in class location and, as your letter states "the 30" pipe line, when constructed and placed
in operation, will meet Class 3 requirements of the Department of Transportation." We would
appreciate more precise information as to your design, construction, operation and maintenance
plans for the 30" pipe so that we may write an adequate reply to the County Commissioners.
