Dear Mr. Bray:
This is in reply to your letter of December 6, 1970, concerning requirements for leak surveys for
  transmission lines.
49CFR, Part 192, Section 705 requires a patrol program for transmission lines, including
  indications of leaks, and as you state, Section 192.709 states requirements for record keeping of
  leaks discovered.
We have opened a Houston Office. It is located at 201 Pannin Street, Room 316, Houston, Texas
  77002, and headed by Marshall Taylor.
