Dear Mr. DeFraites:

This is in reply to your letter of November 23, 1970, concerning the filing of inspection and
maintenance plans, pursuant to 49 CFR, Section 192.17.

The plans are required to be filed by February 1, 1971, with the Office of Pipeline Safety,
Washington, D.C. 20590, unless your State agency requires that they be filed with it, under
cooperative arrangements provided for in Section 5 (a) or (b) of the Natural Gas Pipeline Safety
Act.

The Louisiana Public Service Commission is presently studying its relationship with this Office
under the gas pipeline safety program and may not arrive at a definite decision for several weeks.

Therefore, it is ascertain whether that Commission is requiring the filing of these plans with it. If
the Commission's answer is affirmative you should file with it. If its answer is negative, you must
file with this Office.
