Dear Mr. Husser:

This is in reply to your letter of November 25, 1970, regarding the requirements for filing plans of
inspection and maintenance as required by 49 CFR, Section 192.17.

We have as yet developed no guidelines for these plans, leaving such requirements for the
submission due before February 1, 1971, to the judgment of the operator. At a minimum the
plans should cover all requirements of inspection and maintenance of 49 CFR, Part 192.

After we have had an opportunity to study plans submitted and to evaluate them, we will
determine whether there is a need for the kind of guidelines you have requested. Meanwhile, we
are aware of the difference to be expected in the plans from large operators with substantial
administrative staffs and those with a lesser capability.
