Dear Mr. Wolfe:

Thank you for your letter of November 19, 1970, concerning the application of 49 CFR, Section
192.17. Inspection and Maintenance Plans, to municipally owned gas distribution companies
which your firm represents in Saint Landry Parish, Louisiana.

As finally issued this rule requires filing by February 1, 1971, a copy of which is enclosed. Under
49 CFR, Section 192.17 the municipal systems must file with the Office of Pipeline Safety or, in
the discretion of the Louisiana Public Service Commission, with the Commission. The
Commission is currently studying its future participation in the natural gas pipeline safety
program. If the Commission should decide, before February 1, 1971, to require municipal
systems to file plans with it, they should do so. If the Commission reaches a negative decision, or
does not make a decision, before that date, the municipal systems should file with the Office of
Pipeline Safety.
