Dear Mr. Pierzina:
I am responding to your letter of June 29, 1992, to George W. Tenley, Jr., about the uprating requirements of Subpart K of 49 CFR Part 192.
Specifically, you asked whether § 192.557(b)(6) applies only when a low pressure distribution system is uprated to a high pressure distribution system. Because § 192.557(b)(6) requires the installation of service regulators, the purpose of this regulation is to require proper pressure controls when a low pressure distribution system is uprated to a high pressure distribution system. As these regulators would already be in place on high pressure distribution systems, § 192557(b)(6) does not apply to the uprating of a high pressure distribution system.
