Dear Mr. VanSchoonhoven:
This is in response to your letter requesting clarification of placarding requirements for your liquid oxygen shipments. Specifically you ask if a bulk shipment of Oxygen, Refrigerated liquid, 2.2, UNI073, may display an identification number on the OXYGEN placard depicted in 49 CFR 172.530 or must the identification number appear on a separate orange panel used in conjunction with the OXYGEN placard.
Either is acceptable. The placard depicted in § 172.530 may display the word "OXYGEN" or the identification number "1073". Section 172.519(b) (3) does not permit a non-text placard; that is, the placard illustrated in § 172.530 showing the oxidizer symbol and hazard class number only, to be used for placarding OXYGEN shipments.
