Dear Mr. Foglio:

This is in response to your letter dated August 31, 1998, regarding the requirement to indicate the packaging type on shipping papers in accordance with the Hazardous Materials Regulations (HMR; 49 CFR Parts 171-180).  Specifically you ask whether you may describe your intermediate bulk containers as "boxes" or "crates" on a shipping paper.

The answer is yes.  The type of packaging and destination marks may be entered in any appropriate manner before or after the basic description.  Terms such as "boxes" or "crates" may be used to express types of packagings on a shipping paper (§ 172.202(c)).
