Dear Sergeant Feather:

This is in response to your December 29, 2006 letter requesting clarification of the Hazardous Materials Regulations (HMR; 49 CFR Parts 171-180) concerning the transportation of gasoline in intermediate bulk containers (IBCs). Specifically, you ask whether there is an oversight in Column 7 of the § 172.101 Hazardous Materials Table regarding the use of Special IBC Packing Provision 1B2 for a material classed as "Gasoline, 3, UN1203."

The answer is no. Special IBC Packing Provision 1B2 is only authorized for liquids with a vapor pressure less than or equal to 110 kPa at 50 ºC (1.1 bar at 122 F), or 130 kPa at 55 ºC (1.3 bar at131 ºF). The vapor pressure of gasoline exceeds these amounts; therefore, Special IBC Packing Provision 1B2 is not authorized for a material classed as "Gasoline, 3, UN 1203."
