Assuring the Integrity of Gas Distribution Pipeline Systems: A Report to Congress on May 2005

The FY 2005 Conference Committee on Appropriations asked1 the Department of Transportation's (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) Office of Pipeline Safety (OPS) to submit a report detailing the extent to which integrity management plan elements may be applied to gas distribution pipeline systems to enhance safety. "Integrity management" refers to programs that OPS has required of hazardous liquid and gas transmission pipeline operators, through rules promulgated within the last five years. Integrity management requirements have not yet been established for gas distribution pipeline systems. The Department of Transportation's (DOT) Inspector General recommended that OPS take this action in testimony before the Congress in 2004.
