Dear Capt. Bugg:
This is in response to your letter dated January 25, 2001, requesting clarification on the Class 3 label specifications in the Hazardous Materials Regulations (HMR; 49 CFR Parts 171-180). Specifically, you inquired whether a sample you provided of the Flammable Liquid label, as printed on a corrugated box, is in conformance with the color tolerances of the HMR.
The color of your Class 3 label does not satisfy the requirements of §§ 172.407 and 172.419 of the HMR. Specifically, the symbol, text, numbers and border of the Class 3 label is required to be black or white. White" as defined by the American College Dictionary is an achromatic color of maximum lightness; as new snow.
