PHMSA Issues ANPRM, Requests Comments on FAST Act's Real-Time Train Consist Provision
PHMSA issued an advance notice of proposed rulemaking (ANPRM) requesting comment on Fixing America's Surface Transportation (FAST) Act of 2015 requirements for regulations that all Class I railroads transporting hazardous materials generate real-time, electronic train consist information. The FAST Act also calls for regulations that railroads provide this information to fusion centers—defined as collaborative, interagency efforts that combine resources, expertise, or information—to share with emergency responders and law enforcement personnel during an emergency or incident. The primary purpose of the ANPRM is to gather information to support development of the rulemaking's Regulatory Impact Analysis.
