Hazmat Harmonization Rule on Air Packaging Issued
PHMSA has issued a final rule amending Hazardous Materials Regulations that apply to the integrity of certain packagings used for the transportation of liquid hazardous materials by air. The final rule requires closures of inner packagings containing liquids within a combination packaging to be secured by a secondary means or, where a secondary closure cannot be applied or it is impracticable to apply, permit the use of a leakproof liner.
This rule was adopted after a public comment period, and it is consistent with international standards. The new rule contributes to consistent international safety standards and practices as hazardous materials move throughout the international marketplace. Harmonization with international standards will also facilitate the seamless flow of hazardous materials globally from points of origin to points of destination, and provide for consistent emergency response actions in the event of a hazardous materials incident.
