Respondent was assessed a civil penalty of $6,462 for three violations of the HMR when it offered for transportation, and transported, in commerce, flammable and corrosive liquids, and it discharged the hazardous materials from drums and IBCs without offloading the packages from the transport vehicle; its hazmat employees had not received the required training; and it failed to provide all the required information on its shipping papers.
