Respondent was assessed a civil penalty of $20,690 for four violations of the HMR when it offered for transportation in commerce a large bulk quantity ofUN1075, Liquefied Petroleum Gas [LPG], 2.1, while failing to develop a security plan; offered for transportation in commerce a quantity of hazardous materials requiring placarding of the transport vehicle, while failing to register as an offeror and carrier of hazardous materials with the U.S. DOT Hazardous Materials Registration Program and pay a registration fee; offered for transportation in commerce UNI 075, LPG, 2.1 contained in an MC-331 CTMV, where the Respondent failed to create a monthly delivery hose assembly inspection report; and filled and transported in commerce UN1075, LPG, 2.1, in an MC-331 CTMV that was overdue for a required periodic external visual, pressure, and leakage retest, and marking improper test and inspection dates on the CTMV.
