Respondent was assessed a civil penalty of $13,500 for three violations of the HMR when it offered for transportation, and transported, in commerce, a hazardous material: in a quantity requiring placarding of the transport motor vehicle without developing a written security plan; while failing to provide a shipping paper; and in a quantity requiring placarding of the transport motor vehicle, while failing to register as an offeror and carrier of hazardous materials.
