Respondent was assessed a civil penalty of $5.200 for three violations of the HMR when it offered for transportation in commerce and transported in commerce flammable liquid and corrosive hazardous materials in UN-certified 55-gallon drums from which the contents were discharged without removing the drums from the motor vehicle; accompanied by shipping papers that contained the emergency response telephone number of an organization that was not capable of, and had not accepted responsibility for, providing detailed emergency response information; and its security plan did not include measures to address personnel security, unauthorized access, or en route security.
