Respondent was assessed a civil penalty of $7,106 for two violations of the HMR when it represented, certified, and marked a DOT specification cylinder as having been successfully requalified in accordance with the HMR while failing to increase test pressure by 10% or 100 psi, whichever is less, when a test is repeated due to equipment malfunction; and represented, certified, and marked a DOT specification cylinder as having been successfully requalified in accordance with the HMR while failing to increase test pressure by 10% or 100 psi, whichever is less, when a test is repeated due to equipment malfunction.
