The materials contained in these documents consist of guidance and other information for PHMSA's Office of Hazardous Materials Safety (OHMS) and its supporting program offices. This document is issued exclusively for the internal management of PHMSA and the guidance of its officers and employees. This document is U.S. government property. Nothing in this document is intended to modify or supersede the Standard Operating Procedures (SOPs) for Special Permits and Approvals set forth in Appendix A to Part 107 of the Hazardous Materials Regulations (HMR).
