COMPLETED on June 28, 2004 - Complete preparation of the Draft Requirements Statement.

COMPLETED on July 2, 2004 - Contracting Officer accepts the Requirements Statement.

COMPLETED on July 7, 2004 - Contracting Officer announces the competition in FedBizOpps. Requirements statement is provided to the Agency Tender Official (ATO)- Pat Burke. This starts the 90-day clock. Circular A-76 requires that a performance decision be made in streamlined competitions within 90 days of the announcement in FedBizOpps.

COMPLETED on September 15, 2004 - ATO submits the signed proposal to the CO. If a Most Efficient Organization (MEO) is developed, it is submitted as part of the proposal.

COMPLETED on September 15, 2004 - CO completes the private sector cost estimate, using documented market research.

COMPLETED on September 15, 2004 - CO completes evaluation of the ATO's proposal vs. the CO's market research cost estimate of private sector performance.

COMPLETED on September 30, 2004 - CO published the performance decision in FedBizOpps.
