2019 Safety of Hazardous Liquid Pipelines Fact Sheet
In response to these mandates, recommendations, lessons learned, and public input, PHMSA is making certain amendments to the Pipeline Safety Regulations affecting hazardous liquid pipelines. The first and second amendments extend reporting requirements to certain hazardous liquid gravity and rural gathering lines not currently regulated by PHMSA.

Pending Pipeline Interpretations
Pipeline operators and other stakeholders may request a written regulatory interpretation pursuant to 49 CFR 190.11(b). PHMSA makes available online each incoming interpretation request and allows for the submission of public comment. Before issuing a written interpretation, PHMSA will consider comments received on or before the comment closing date. Comments will not be responded to directly. Any comments received after the closing date will be considered if practicable.
