Excavators frequently sever or damage gas service lines causing loss of life, injury, or property damage by fire and explosion. RSPA proposes to require the installation of excess flow valves (EFVs) on certain new and replaced gas service lines to improve safety and mitigate the consequences of service line incidents. EFVs shut off the flow of gas by closing automatically when a line is broken.
