This notice proposes revisions to the allocation formula for distributing Federal pipeline safety grants to states beginning in Calendar Year (CY) 1992. The notice also summarizes comments received in response to a February 25, 1991 Advance Notice of Proposed Rulemaking (ANPRM) soliciting ideas on revising the allocation formula. The Department of Transportation is modifying the formula to focus attention on program performance. Formula revisions would be phased in over a 2- year period to allow states time to reassess their programs from a performance perspective and take steps to meet performance criteria. The intent is to encourage states to further enhance pipeline safety, improve the effectiveness of their programs, and assume jurisdictional responsibility over all intrastate pipeline operators
