Dear Mr. Jorgensen:
Your letter of April 22, 1996, requested a waiver of certain provisions of CFR §192.150 pertaining to the accommodation of internal inspection devices (smart pigs) by gas transmission lines. The request was for a buried 20-inch horizontal drip in Questar's 18-inch Main Line No.1. A considerable portion of this transmission line is being replaced and you requested a waiver to replace this non-smart piggable drip with a unit of similar configuration.
However, during a July 9, 1996, telephone conversation with Albert C. Garnett, OPS, you advised that the diminished flow of liquids now allows the drip to be removed and not replaced. Moreover, the remaining liquids will be removed by facilities located further downstream. Consequently, a waiver is no longer necessary.
For these reasons, we are planning no further action on your request.
