Honorable Robert J. Lagomarsino House of Representatives Washington, D.C.  20515

Dear Mr. Lagomarsino:
Thank you for your letter of July 26, enclosing a copy of a letter from your constituent, Mr.
Maurice F. Richards, about Federal gas pipeline safety regulations, particularly as they apply to
mobile home systems.

All operators subject to the Natural Gas Pipeline Safety Act of 1968 should comply as soon as
practicable with the requirements for the submission of an annual report and other appropriate leak
reporting requirements under the Federal gas pipeline safety regulations (49 CFR Part 191). Where
complete data are not available at present, an amended report might be filed or the data would be
included in the annual report for calendar year 1976.

With regard to the corrosion control requirements in the Federal gas pipeline safety standards
contained in 49 CFR Part 192, we are enclosing a copy of a notice published in the Federal Register
(41 FR 29128, July 15, 1976) and a copy of a July 19, 1975, letter to the Assistant Secretary for
Housing, Department of Housing and Urban Development.  We trust that these documents will assist
your constituent in effectively complying with the Federal gas pipeline safety standards at an
early date.

For additional clarification about details of the gas pipeline safety requirements, Mr. Richards
may wish to contact the Office of Pipeline Safety Operations, Western Region, 831 Mitten Road,
Burlingame, California 94010, telephone (415) 876-9085.

Thank you for your interest in gas pipeline safety.
Sincerely,
William T. Coleman, Jr.
