Mr. James F. Steele, Jr.
Acting Regional Commissioner
Public Buildings Service
General Services Administration
Region 3
Washington, DC 20407

Dear Mr. Steele:

This responds to your letter of January 31, 1974, requesting our assistance in reviewing the risk
exposure due to internal gas facilities in the William J. Green, Jr., Federal Building.

The Office of Pipeline Safety does not have the staff or available hours to devote to such a
review. Generally, we do not review the construction of gas facilities to determine safety
acceptability unless a specific hazard is involved.

The earlier occasion on which a member of my staff assisted you in this matter was a courtesy for
the GSA Washington, D.C. office. The recommendation made at that time, which I again
suggest, is that you employ the services of a professional engineer to make the review.

Sincerely,

Joseph C. Caldwell
Director
Office of Pipeline Safety
