U.S. Department of Transportation Announces Over $56 Million For Grant Opportunities to Support Hazardous Materials and Pipeline Safety Activities Nationwide

WASHINGTON, DC – The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) today announced the availability of $56,260,331 in grant funding through its pipeline and hazardous materials safety programs. These funding opportunities will help strengthen safety programs across the country by improving community and environmental projects, training first responders, and educating the public on local safety initiatives. 

The Notices of Funding Opportunities include the following pipeline and hazardous materials safety grant programs: 

Pipeline Safety

  • $3.2 million for the Pipeline Emergency Response Grant Program
  • $1 million for the One-Call Grant Program
  • $1.5 million for the State Damage Prevention Grant Program
  • $2 million for the Technical Assistance Grant Program
  • $2 million for the Competitive Academic Agreement Program

Hazardous Materials Safety

  • $34 million for Hazardous Materials Emergency Preparedness Grant Program 
  • $5 million for the Hazardous Materials Instructor Training Grant Program
  • $2.5 million for the Hazardous Materials State Inspection Grant Program
  • $2 million for the Assistance for Local Emergency Response Training Grant Program
  • $2 million for Supplemental Public Sector Training Grant Program
  • $1 million for Community Safety Grant Program

“Protecting people and ensuring the safety and reliability of America’s pipeline and hazardous materials transportation networks is core to PHMSA’s mission,” said PHMSA Acting Administrator Ben Kochman. “These grant opportunities reflect this administration’s effort to return PHMSA’s focus to safety first by removing unnecessary DEI and climate requirements from the equation, allowing States and local communities to address the individual and unique challenges they face daily.” 

Example of Removed DEI/Climate Requirements

  • “The Department seeks to fund projects that advance the Departmental priorities of safety, equity, climate and sustainability, workforce development, job quality, and wealth creation...”
  • “Equity – PHMSA may consider the application’s ability to encourage equity by investing in activities that proactively mitigate safety risks in disadvantaged communities.”
