Respondent was assessed a civil penalty of $1,600 for two violations of the HMR (combined into one) when it offered for transportation in commerce and transported in commerce hypochlorite solution, a corrosive hazardous material, and discharged this material from IBCs fastened to a motor vehicle without unloading the IBCs from the vehicle, without complying with requirements of DOT-SP 12412, and when it noted an incorrect special permit (exemption) number on the accompanying shipping papers.  One alleged violation dismissed.
