2024 IBR Standards Update Rule Overview

Objectives

PHMSA published RIN 2137–AF13 (Standards Update 1) rule on April 29th, 2024. The rule incorporates by reference 28 standards across 49 CFR Parts 192 & 195.

The rule advances the Office of Pipeline Safety by leveraging innovative technologies as well as standard industry practices to make pipeline transportation sustainable and safe. This implementation plan assists in achieving rule objectives by developing materials used by inspectors and investigators in OPS inspection and enforcement. Collectively, all actions prescribed under this plan align under PHMSA mission to educate and enforce this standard.

The Final Rule affects natural gas pipeline and storage facilities including gas transmission, distribution, gathering, underground storage and hazardous liquid pipeline facilities. These pipelines are subject to the requirements in Title 49 CFR Part 192 and Part 195. This rulemaking impacts federal and state pipeline safety programs.

Effective Date: 6/28/2024 (Enforcement Discretion effective until January 1, 2025)
