Dear Mr. Blair:
This is in response to your letter of July 28, 1971, requesting a copy of Federal safety standards issued pursuant to 49 U.S.C.
Section 1672(a) and Section 1672(b). Also, you requested a copy of the accident report filed with the Department concerning Gulf Central Pipeline Company's accident in Independence County, Arkansas.
The Interim Minimum Federal Safety Standards for gas pipelines, established pursuant to 49 U.S.C. 1672(a) are contained in Title 49 of the Code of Federal Regulations, Part 190 (49 CFR Part 190).
The Minimum Federal Safety Standards for gas pipelines, established pursuant to 49 U.S.C. 1672(b), are contained in Part 192 (49 CFR Part 192). I have enclosed a copy of both Part 190 and Part 192 along with the amendments to Part 192 in effect to date.
Part 195 of Title 49 contains the Minimum Federal Safety Standards for liquid pipelines transporting hazardous commodities in interstate and foreign commerce. Gulf Central Pipeline Company is subject to the provisions of Part 195 since anhydrous ammonia, when transported by pipeline, is in the liquid state. I have also enclosed a copy of Part 195 (49 CFR Part 195) along with the amendments in effect to date.
Subpart B of Part 195 contains the requirements for the reporting of liquid pipeline accidents. Gulf Central filed a report of the accident occurring in Independence County, Arkansas, on DOT Form 7000-1 with the Federal Railroad Administrator. A copy of this report can be obtained. The Department has established a fee of $.50 per page for copies of reports and other public information as set forth in Part 7 of Title 49 titled "Public Availability of Information" (49 CFR Part 7). The fee for one copy of this report is $1.00 payable by check, draft or postal money order to the Treasurer of the United States. The request for a copy along with the fee should be forwarded to:

This accident report is public information and can be reviewed without charge at the Federal Railroad Administration in Room 5106 at the above address between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday. The report cannot, however, be removed from the office.
