Dear Mr. VanDuzer:

This is in response to your letter of September 23, 1998, requesting classification of your company's electrically initiated small arms cartridges under the Hazardous Materials Regulations (HMR; 49 CFR Parts 171-180). You also submitted technical information for our review.

After reviewing the information provided in your letter we have concluded that, for classification purposes, electrically initiated small arms. cartridges should be treated in the same manner as conventional percussion primed small arms cartridges. It is the opinion of this Office that electrically initiated small arms cartridges meeting the provisions of § 173.56(h) may be assigned a classification code of l.4S by the manufacturer.
