WASHINGTON –The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) and the Federal Energy Regulatory Commission (FERC) announced today that the two agencies have agreed to develop a Memorandum of Understanding (MOU) that would refine and reduce the permit application review process for proposed Liquefied Natural Gas (LNG) facilities.

The Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Pipeline Safety (OPS) will be conducting a public meeting for the Pipeline Research and Development Forum. PHMSA periodically conducts such a forum to generate a national research agenda that fosters solutions to the many challenges with pipeline safety and protecting the environment. April is officially National Safe Digging Month. Excavation damage continues to be the leading cause of pipeline incidents, and the best way to prevent such incidents from occuring is by calling or clicking 8-1-1. For over a decade, PHMSA has advocated the importance of safe digging practices through its annual public awareness campaigns, 811 Poster and Video contests for middle and high school students, its One-Call grant awards program for damage prevention, rulings on excavation damage, and congressional publications.

The Pipeline and Hazardous Materials Safety Administration (PHMSA) requests information on matters related to the development and potential use of automated technologies for surface modes (i.e., highway and rail) in hazardous materials transportation. In anticipation of the development, testing, and integration of Automated Driving Systems in surface transportation, PHMSA is issuing this request for information on the factors the Agency should consider to ensure continued safe transportation of hazardous materials without impeding emerging surface transportation technologies.

Incident Description:On October 21, 2016, a chemical release occurred at the MGPI Processing plant in Atchison, Kansas. MGPI Processing produces distilled spirits and specialty wheat proteins and starches. The release occurred when a chemical delivery truck, owned and operated by Harcros Chemicals, was inadvertently connected to a tank containing incompatible material. The plume generated by the chemical reaction led to a shelter-in-place order for thousands of residents. At least 120 employees and members of the public sought medical attention.
