Rosanne Goodwill

Rosanne Goodwill is the Civil Rights Director in PHMSA's Office of Civil Rights.  She is responsible for administering and implementing civil rights and equal employment opportunity (EEO) precepts and initiatives, serving as principal advisor to the Deputy Administrator on agency civil rights, equal employment opportunity, managing diversity and affirmative action matters and monitoring the operations of activities and programs receiving PHMSA assistance to ensure compliance with nondiscrimination requirements.

She previously was with the Federal Railroad Administration where she managed the internal EEO Complaint Program and the external Complaint Program focusing on disability access and issues of Title VI compliance with Federal laws.

Ms. Goodwill has over 28 years in civil rights and EEO and has also worked for the Departments of the Navy and Army around the world.
