The Industry and Economic Research division of PHMSA's Planning and Analytics office serves as PHMSA's chief economist to understand economic and industry context and trends that may impact policies and programs, looks for industry innovations that can enable PHMSA to more effectively achieve its safety mission, and establishes and executes the agency’s methodology for regulatory impact analysis.
