Economic Research and Regulatory Analysis Division
Overview
The Economic Research and Regulatory Analysis Division of PHMSA's Planning and Analytics office serves as PHMSA's economist office, and works to understand economic and industry context and trends that may impact policies and programs, looks for industry innovations that can enable PHMSA to more effectively achieve its safety mission, and establishes and executes the agency's methodology for regulatory impact analysis.
PHMSA's economic and regulatory analysis staff are responsible for managing the process of developing regulatory impact analyses and regulatory flexibility analyses to support PHMSA's Rulemaking process, in addition to conducting research and data analysis to identify safety and environmental risks, and evaluate the effectiveness of PHMSA' policies and programs.
PHMSA's Mission
PHMSA's mission is to protect people and the environment by advancing the safe transportation of energy and other hazardous materials that are essential to our daily lives. To do this, the agency establishes national policy, sets and enforces standards, educates, and conducts research to prevent incidents. We also prepare the public and first responders to reduce consequences if an incident does occur.
