PHMSA guidance is intended to help regulated entities and the public to understand PHMSA’s regulations. Guidance documents lack the force and effect of law, except as authorized by law or as incorporated into a contract.
Members of the public may submit comments on draft guidance documents noticed in the Federal Register through Regulations.gov. Concerns or complaints about PHMSA’s compliance with the OMB Good Guidance Bulletin regarding existing guidance documents can be submitted to PHMSA_Guidance@dot.gov.
Interpretation Letters - The Pipeline and Hazardous Materials Safety Administration, provides written regulatory interpretations, responses to questions, and opinions concerning pipeline safety issues. In general, these letters reflect the agency's application of the pipeline safety regulations to the specific facts presented and are not generally applicable. They do not create legally-enforceable rights or obligations, but are provided to help the requestor understand how to comply with the regulations.
