Position Information:

Position Description:
This position will conduct research and coordinate advice from various program offices. Research involves when and how to quantify emissions stemming from newly constructed or existing pipelines, calculation and use of the social cost of greenhouse gas emissions, whether to include specific analysis or general analysis of impacts to the environment from pipeline construction, replacement, and no action. There will be one (1) opening for this position.
Major Duties:
Serves as a student trainee within an OA assisting higher graded staff in the administration and execution of one of the organization's transportation programs.
These assignments are designed to provide the opportunity to independently apply the principles, concepts, work processes, regulations, reference materials, and procedures fundamental to the technical aspects of the transportation field and its application to the office, transportation functions, including the assessment of factors that impact planning activities.
The employee receives formal classroom instruction and/or on-the-job training in the principles, concepts, work processes, regulations, and reference materials fundamental to the specific field of transportation. On-the-job training assignments provide a practical understanding of the organization, programs, policies, and objectives of the agency as well as furnish experience in the application of principles, procedures, and work techniques to actual operating situations.
Engage fellow in thinking technically and creatively in how PHMSA quantifies reasonably foreseeable greenhouse gas emissions, so that the agency can appropriately assess "significance" determinations within NEPA and consider the duration of effects. There will be a specific focus on implementing the Council of Environmental Quality's Bipartisan Permitting Reform Implementation Rule.
- Receives on-the-job training in carefully selected assignments to develop knowledge and skills in transportation management duties. Performs assigned duties in accordance with established regulations and procedures. Works closely with supervisor and higher graded employees in supporting customers' requirements for intermodal transportation and distribution services. Uses standardized transportation regulations, procedures, and operations to review movement requests for accuracy and completeness. Discrepancies will be referred to higher graded employees or the supervisor. Provides basic advice and assistance to customers and providers within established guidelines set by supervisor.
- Assignments include the use of multiple automated transportation systems to assist other employees in the planning, coordination and management of customer's movement requirements. Uses automated transportation systems to check and verify data as requested.
- Assists higher-graded specialist in researching, analyzing, and drafting responses to questions regarding specific transportation related topics.
The fellow should have technical training and understanding in Greenhouse Gas Emissions. We will provide or facilitate attendance for additional training on NEPA regulations, developing NEPA Implementing Procedures, regulatory analysis, quantitative analysis, and GHG impacts. Having a background to provide quantification of reasonably foreseeable greenhouse gas (GHG) emissions where feasible is critical to applicable assessment for “significance” determinations within NEPA and consideration for the duration of effect(s). Training would be provided internally and externally for the fellow, to include quarterly field trips to join a pipeline inspector for a routine inspection, throughout the 12-month period of performance.
The fellow will be tasked with coordinating among the program offices, legal counsel, the economics analysis division, and others as appropriate, to provide input concerning evaluation of the requirements in the adopted Council on Environmental Quality (CEQ) Phase 2 NEPA regulations.
The analysis will provide recommendations concerning potential options for PHMSA NEPA assessments and cost-benefit consideration of GHG emissions regarding:
a. When/how to quantify construction and/or operational GHG emissions:
i. When to quantify
ii. Methodology and models to use
iii. Reporting practices (e.g., CO2 equivalent)
b. When/whether to quantify or otherwise disclose upstream and/or downstream GHG emissions
i. When to consider
ii. When to quantify and when to address qualitatively
iii. Methodology and practices to quantify
c. Calculation and Use of the social cost of GHGs
i. How to estimate
d. Project effects on the environment
e. Review of EA process/template for rulemaking and BIL Grants program as it relates to the Clean Air Act etc.
The key deliverable during the 12-month performance period will include developing a regulatory document that provides PHMSA’s explanation for addressing the CEQ 2024 Phase 2 rule which added climate change to the definition of “effects” (40 CFR 1508.1(g)) and encourages federal agencies to consider alternatives and mitigation considerations to reduce impacts.
Position Requirements:
Working in-person 2-3 days a week; the ability to travel to PHMSA's HQ in Navy Yard, Washington, DC; high school diploma or GED equivalent.
