Congress appropriated funds to PHMSA for a clearinghouse review of public awareness programs. OPS and the National Association of Pipeline Safety Representatives (NAPSR) jointly developed review criteria for the written program. The clearinghouse did not review actual awareness materials sent to stakeholders, but only examined the structure of the written program. From August 2006 through October 2007, the clearinghouse collected and reviewed 1,568 programs. Aspects of programs that deviated from API RP 1162 were sent to the jurisdictional agency(ies) for follow-up with the operator. The clearinghouse only conducted an initial review of programs and there is no ongoing requirement to submit programs to OPS. Inspections of the awareness materials, stakeholder lists, and other records described in API RP 1162 are incorporated in OPS standard inspections.
