49 Code of Federal Regulations (CFR) Sections 192.616 and 195.440 required operators to establish a continuing
educational program to enable customers (gas only), the public, appropriate
Government organizations, and excavators to recognize and report a pipeline
emergency. The educational program was required to be conducted in English and
in other languages commonly understood by a significant number and concentration
of non-English speaking population in the operator’s area. These regulations have been replaced by the requirement for pipeline operators to establish a public awareness program following the guidance in API RP 1162. All of the stakeholder audiences in the old version of the regulations, i.e., customers (gas only), the public, Government organizations, and excavators, are included in API RP 1162.
