Click here to listen There was no American Petroleum Institute (API) Recommended Practice (RP) 1162, Public Awareness Programs for Pipeline Operators. There was no operator self-assessment and no centralized clearinghouse review of programs. However, for many years before the passage of the Pipeline Safety Improvement Act of 2002 (PSIA 2002), the Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations required gas and liquid pipeline operators to communicate with several stakeholder audiences.
