The PHMSA Office of Hazardous Materials Safety periodically issues rulemaking documents that propose or adopt changes to the regulations. You may participate in the rulemaking process by filing written comments on any rulemaking document that asks for comments, participate in a public meeting, or file a petition for rulemaking that asks us to add, amend, or delete a regulation. This section provides a list of recently published notices of proposed rulemaking, final rules, and public meetings. The full history of these proposed and final rules can be seen in the "Rulemaking Archive" link at the right.

Open Comment Periods
PHMSA regularly issues rulemakings that propose changes to the HMR, and we encourage stakeholders to participate by submitting comments. In order to view which rulemakings have an open comment period, please click on the "NPRM & ANPRM" link in the Rulemaking Menu on the top right of this page. Lastly, click on each individual rulemaking to view its comment period (open or closed).
