PHMSA's drug & alcohol policies and investigations are designed to deter and detect illegal drug use and alcohol misuse in the pipeline industry.   PHMSA develops and implements drug and alcohol regulations, provides training and outreach, and verifies compliance of a pipeline operator's program with DOT/PHMSA drug and alcohol regulations.
